I'd suggest gthumb. Seems to work well when I briefly had ago with it. I'm
pretty sure it meets all your requirements.
What does it do though? It says "An image viewer and browser for GNOME".
There is a "create web album" under tools (greyed out), but after 5
minutes of going through the menues I haven't achieved anything. GUIs
with a lot of functions but no functionality are not my favourite,
sorry.
I am using gThumb in anger, and find it pretty good. What does it do? Amongst other things:

- Import from camera
- Organise into albums ("categories") independently of directory structures and file names
- Titles (independent of file names)
- Image rotation
- Several basic image adjustment tools
- Full screen slideshow
- Export to html with CSS themes
- Keyboard friendly

My major beef with it is that it stores the album organisation (categories, titles, etc) away in a non-ascii format. This is not terribly script-friendly.

You mentioned that you didn't want the full 9 yards of photo albums, so gThumb is possibly overkill for you.

Douglas.
