They're running "E-Government Server" not apache.

There is a complete failure to recognise that Application Software is not
the same as Data.

No licence other than the author's copyright would apply to a document saved
in any application, whether it be closed source MS Word or open source
OpenOffice.

Your web server is running on Apache, the worlds most-used web server.  A
stunning example of open source software quietly doing its job without the
closed-source FUD that Chapman Tripp have pushed on you.
