Yes, cable plans are still provisioned with a static IP.

Basicly the cable modem acts as some sort of dumb (transparent, sort
of) ethernet bridge. Plug it into your network card and use your
network set-up tool to enter your Telstra-supplied IP address, gateway
address and subnet mask.

Official line is "We don't provide technical assistance for linux" -
however, they are always happy to tell you your IP address, gateway
address and subnet mask.

Ditto for dial-up - no tech help for linux, but username, password and
dial-up number provided to any linux user who needs to set up their
linux box.

Assumption is that most linux users know more about their own computer
than any phone tech support person will ever know (although I have
talked a linux newbie thru kppp set-up once and didn't get in trouble
for it).
