You don't have a backup solution.  RAID in itself is data protection without
being a backup.
I'd advise a minimum of three external USB2 hard drives in caddies as the
off-site backup.

You'll also need a NIC - gigabit of course.

As for the CPU it doesn't really matter as long as there is one.

You haven't provided any details about machine tasks... Quantity of users
and their experience level, or current data set size.  What is wrong with
the current hardware?

Also, what is coming up in the future that can be anticipated?
