 The choice of language is determined by 
 *the job at hand.
 *the programming skill you have at hand
 *the libraries you have at hand
 *the particular set of biases/misconceptions/facts held by
   the person making the decision.

In actual fact, the argument I made is actually a plea for
good coding standards that are implemented consistently.
