Ok, I have booted Ubuntu (the image that was on the hard drive) and
installed a known 32-bit PCMCIA ethernet card. It appears in lspci.

0000:06:00.0 Ethernet Controller: Realtek Semiconductor Co., Ltd.
RTL-8139/8139C/8139C+ (rev 10)

I disabled IPV6 by following the instructions here:

http://ubuntuforums.org/showthread.php?t=87798

(and it is gone- no IPV6 output in ifconfig, and no IPV6 modules loaded).

The card is detected as eth0 (it was before with the 16-bit card)

dhcp now works on eth0 (it wasn't before) but takes a while.

But... I can only get one or two pings to a host (my router box or server)
and the rest are lost. Ping times are huge too. If I ping my router from
my server then no packets are lost, and the ping times are ~1ms.

So, I have made some progress, but I thought Ubuntu was supposed to be
easy...

I might have to go back to doing things the hard way with Debian.
