Can we try

Init 2: AT S7=60 S30=0 L0M1\N3 %C1&K3N1\J1X4

and run it with, then without, the '%C1&K3N1\J1X4'?

Then identify what's setting speed to 1200 baud - \J1X4 you said? - and

a) delete that; or

b) research and modify that config for 56000 baud.

As Chris said, the ISPs bar slow-speed connections.
