A blocked user is a user that exists in tblDataLimit with 0 data allowed. If a user doesn't exist in tblDataLimit then the default will be looked up. A default limit must exist in tblDataLimit other wise all users will be unlimited. I want to allow for a daily roll over limit but I'm not sure how I'm going to do that yet.
