 This is a list of mac addresses that we don't have allocated to any users 
in tbl? A blocked user is a user that exists in tblDataLimit with 0 data 
allowed. If a user doesn't exist in tblDataLimit then the default will be 
looked up. A default limit must exist in tblDataLimit other wise all users 
will be unlimited. I want to allow for a daily roll over limit but I'm not 
sure how I'm going to do that yet. For a roll over limit we need to know 
how long we keep the roll over period for, 30 days? I also need a specific 
system for motels and hotels which will be a bit different to the rhr
