Yes, but you said "I just want to give my users a data limit".
What you should have said was "I just want to give my users a data limit
and learn php, iptables and mysql".
Which is different. Besides, you can set up this system for your users and
go off and learn php etc. independently. Once you have designed and built
your new system then replace the old one with it.
