Yes I use it on USB. I can't see where the default is being set or what the default is. Values of 3 and above make no difference, 1 and 2 do have an affect, but it's a bit of a weird one. 2 isn't much different, 1 does slow things down a little bit but it slows down fast movements much more than slow ones.
