I think you are confusing bits and bytes. You quite likely have a 256 k bits 
per second (kbps) connection, and the 30 is reported in k bytes per second 
(kB/s). Do the maths, and you'll find you are maxing out the connection.

I get some funny slow spots with ktorrent. It doesn't always seem to go as fast 
as rtorrent, which is my main torrent client now. Partly because it is faster, 
but mainly because I can control it from anywhere in the world over ssh, and it 
runs without a gui installed on the machine at all.

Actually I could with ktorrent too, via ktshell. Give it a try, the interface 
is a bit clumsy - rtorrent is much nicer.
