I just tried and appeared to make an audio only 3gp file like this:

ffmpeg -i test1.mp3 -ac 1 -ar 8000 -ab 12 test1.3gp

Which is basically the first example on the above web page with the video stuff 
taken out. I don't think I have any wma files to test with. ffmpeg -formats 
suggests wma is supported, your ffmpeg may vary.
