You can force synchronous probing by specifying scsi_mod.scan=sync on the
kernel command line. You could also try suppling rootdelay=5 (where 5 is a
number of seconds to wait before attempting to mount the root filesystem).
I've got no idea if either of these will work around your specific problem.
There's an existing bug (401916) about this in the Debian BTS. You might
want to read that for some more background.
