Any ideas how I would go about setting up my system to bill for printing?

Requirements/Scope/Concept.

* The CIA delivers free usage of internet browsing.

You get a web browser running under X with no window manager. So what ever you do you have to do it web based.

If you want to write a document then use the Google word processor.

* How do I print?

Personally I've not played with printing under Linux. Last month you read about my failings with getting my Xerox Document Center 400 going, it's not Post Script compliant so I don't have it set up.

How do I account for printing at the CIA?

Can I set up a web protal so I can give my users an account of prepaid accounting?

They would log on, and the system then knows its them. The log on would time out after an hour or when the web browser returns to the CIA home page.

How do I intercept the print job and hold it in the queue pending release?

You could suggest that I just let people print to the printer in the Library then the user just pays the librian when they pick up their prints... And what happens when someone thinks it fun to send a 100 page document to the printer and leaves without paying or collecting?

You could suggest that I just use a card like you get at the Library... And I'd say "are you going to pay for the Card Readers?". The CIA computers were all donated by CLUG members. I think we're pushing it to ask for Card Readers as well, though if anyone has a bunch just sitting about then please pass them my way.
