Welll yes.
  but not all stolen laptops are in that database. The victim of the theft 
did not keep a record of the serial number - this happens.
Question: do you have a document with the serial number of all appliances 
in your house?

Not all "judgements" were labour like.
Some were realistic:
  how reliable will the laptop be

Some were capitilistic:
  what is done to ensure the money will be paid back?
