There hasn't been an update issued for 3.1 (Sarge) yet. There's an update for 4.0 (Etch) in the debian-volatile repository. The relevant bugs are 433870 (for Sarge) and 433869 (for Etch). It looks like they dropped the ball with the Sarge bug so you might need to make some noise to get things moving. Worst case, you might need to download the tzdata sources[0] and update them yourself.
