The instructions on the page linked above need modification if you are running 
Mandrake 10.0 on a computer dual booting with windows.

Follow the instructions on the above page, but do not execute the command;

 zic -l `cat /etc/timezone`

Instead go;

System --> Configure your computer --> System --> Date & Time  --> Change time 
zone. Select Pacific/Auckland. A dialog box should appear asking "Is your 
hardware clock set to GMT?". Click on No.

Close drakconf, and as root run the test;

zdump -v /etc/localtime |grep 2007

If the update has worked you should see the same test results as on the linked 
page above.
