The St. Albans Resource Centre is open to the public every weekday between 11:00am and 3:00pm
I'm not sure exactly what you mean by 'poke around', but you may certainly view the facilities. Note that the Centre is booked almost all the time, so your discretion about interrupting other people's activities is assumed. The Computer room is to the left after your have passed through the foyer.
