I find the best place to start looking for things like this is on the Gentoo 
wiki - ittespective of which distro you're using.

http://gentoo-wiki.com/HOWTO_Packet_Shaping is pretty promising. netfilter -s 
availiable through apt/aptitude, after that, the world's you onion (:
