I used the programs: pscoast; psxy; and pstext, all from the GMT
package. to make the map in PostScript file format. I then imported
the resultant .ps file into the GIMP, turning on the anti-aliasing to
full. I also used the GIMP to move the word 'Whakatane' to the north
of the town instead of to the east of East Cape. I expect that I could
have got the word where I wanted it, but the pstext manual page was a
bit vague on the subject. I also applied a 1 pixel blur to the image
to 'soften' the edges.

I used Google Maps to get the latitude and longitude values for the
data file to place the red dots and town names appropriately.

GIMP created the image map for the linking hot-spots.

A time consuming and fiddly 'piece of cake' type job, but I'm
rewarded, not only that I'm going to be paid, but more by the fact
that "the client  was extremely pleased with the results! :)"

Note that I can also produce full colour contour maps for any part of
the world, bathymetry included.
