Sigh! I still have the Carnegie free library ideal. I must be old fashioned. Asking a pensioner in a 3rd world country to pay GBP50 a year for a subscription is hopeless. And they're still hung up on the delivered to your door thing. They are still hung up on the notion that books are something physical and bound by copyright. If they just unlock the library doors... so many other options would present themselves.
