Buy a real modem. You can by external (cr*p, these days) modems for $65+GST or thereabouts. For data connections they always work (just don't expect phone stuff to go, it doesn't). I am currently tracking options for internal modems, but it will involve using a soldering iron (and be definitely in excess of $100). There is a PCI card modem, real stuff, which is guaranteed to work with Linux and hylafax, for US$80+pp. http://shop.ifax.com/multimodemzpx-pciunv-datafax-p-83.html?osCsid=23u6mri95odcjfqmtl1p2s3q31 You get what you pay for. If you prefer to pay in time rather than money, getting the lucent driver to compile and go for your kernel is the only way to go. Note the ltmodem driver is succeeded by the "martian" driver. I got martian-full-20071011.tar.gz to go in Oct with kernel 2.6.18 and it worked (as far as the martian driver and chipset can be called "working").
