I had immediately run the kcontrol command (command line has turned into my preference now - if I know the command - and it's easy to guess many such as in this case) and have quickly created a link to application on the desktop, which has been dragged on to my taskbar. Right clicking the KDE button gives a "menu editor" option from where it is a simple matter of clicking the "new item" button, put kcontrol in the command field, click the default icon at top right and find a better icon, save, exit. Nice. Easy. Or I could have done that the other way around, then right clicked the KDE menu entry. That would have been a little quicker and easier.
