This link brought to my attention the absence of
kcontrol - KDE Control Centre - from my KDE menu. This being a very
useful tool for all sorts of tweaks, I'll now turn to figuring out how
to rectify that.
I have found that even though there is no icon on some distros for the KDE
Control Centre, the "kcontrol" command from a terminal works and you can
manually add an icon.

I had immediately run the kcontrol command (command line has turned into
my preference now - if I know the command - and it's easy to guess many
such as in this case) and have quickly created a link to application on
the desktop, which has been dragged on to my taskbar.
Right clicking the KDE button gives a "menu editor" option from where it
is a simple matter of clicking the "new item" button, put kcontrol in
the command field, click the default icon at top right and find a better
icon, save, exit. Nice. Easy.
Or I could have done that the other way around, then right clicked the
KDE menu entry. That would have been a little quicker and easier.
