Your reasoning seems fair to me. I've been manually managing the cleaning of the cache. I do an apt-get clean after each burn with aptoncd.

To use the CDs on my dial-up PC, I've been doing an apt-cdrom add for each of them. Apt then knows which packages are on which CDs, and asks for them by name. I haven't heard that it'll just find them on a CD in the tray.
