There's a comment to the effect that this requirement may change in the future, but it hasn't yet. Is this perhaps under discussion because certain distros scream hell at Microsoft for not following standards, but have no intentions of doing so themselves? One could argue that the system-local boot script is not a service init script, but that's getting picky.
