The DVD-RW drive in my laptop is partially faulty:
   * Why would it fail in this way? What is special about CDs that it
cannot read them, but it can read DVDs

Different laser colour.

   * The 3-year guarantee expired 2 months ago. Is this something I
     could make a fuss about?

Worth a go.

   * An exact replacement does not seem available any more. Any
     suggestions for drop-in replacements?

No Try trademe but remember yours broke, someone elses might be the same quality.

   * Does a replacement have to be Linux-compatible?

Generally not specifically.

Consider an external USB one - more portable. If your 3 y/o laptop has other issues you can reuse it. And honestly how often does one need an optical drive?

These are available for ~$200ish inc.

And they're powered only by USB unlike some other "portable" ones that need mains power.
