Some ISPs apparently haven't signed peering agreements with Google/YouTube and don't have access to their local caching thingys, and as a consequence suffer from relatively poor YouTube performance. IIRC (and that's in doubt) Telecom do peer and don't normally have issues. Well, don't normally have issues with YouTube.
