After a quick navigation of the site, it seems that you just need to
add this:

<? $cachetimeout=<timeout_value_ehere>; include "/path/to/jpcache.php"
?>

to every page. In your case, this should go at the top of your page
header template.

Anyway, I don't use PHPnuke or jpcache...
