XF86Config *can* be used. I've quit using it, though, because I kept
getting confused about which one to edit.

There could be another XF86Config file lying around. 
/var/log/XFree86.log.0 will tell you which one is being read. If you
really can't figure it out, use -xf86config /this/xf86config/file
to force the server to read /this/xf86config/file instead of /that/one.
