I did find a free package, CvoiceControl, which seems to work. It is expressly designed to transmit commands to a command line. So, I think this deserves further study.
My problem is my sound card. The sound comes through very garbled on my speakers. Despite this, it still recognized commands, although with some difficulty. This may be time to get rid of that old soundblaster.
