But... I have an ISO image here of 1.4rc4 with stage 1, 2 & 3 tarballs contained within. If you start with a stage 1 tarball you must still build the system (stage one is just the packages needed to bootstrap the system) by going through stage 2 and stage three (as in "once you are done you are at the same state you'd be in if you'd chosen a stage 2 [or stage 3] tarball").
