I've had the same problem.  Windoze refuses to read or do anything at
all to ext2 fs.  The only way I have worked around it is to format the
floppy as FAT under Linux.  If I format one to ext2 I just don't 
attempt to use it in windoze.  Luckily, I don't have to do the very
often.
