I can't say for sure as I've never looked at the details of how the akami servers work. I know that Akami installs their own servers at the ISP's site, and their servers gradually mirror major web sites (the owners of these web sites pay Akami for this, and the servers don't cost the ISP anything beyond rack space and power).
