Hi Ant,
you can save the state of the OS as a file to a hard disk or usb key on shutdown with puppy it will be automatically reused if desired on reboot and it is very simple to set up.

It may also be installed to a hard drive as well but I would probably suggest a full distro install although eg Ubuntu Debian mint etc if he was unable to follow your directions
to run and configure a live cd with the email and whoosh router.

As a matter of interest puppy is now able to use the ubuntu software repositorys
so there is not shortage of available software.

Unfortunately I am based out of CHCH and the whoosh coverage area so if someone in
town can assist that would be simpler.
