This wifi thing is to be connected to an Ethernet hub to provide less secure wireless access to a LAN (and subsequently to internet) on a temporary basis. Hence the need to be turned off. The people using it are less technically literate but they know how to operate a power switch. Like a local temporary hotspot. WEP is easier to connect to, only a password needed. No need for DSL.
If you like, I have an old D-Link G604-T ADSL router which I successfully used as a wireless router only.

I think it is what you need. Although it does not have its own power button you can easily turn the power off at the transformer.

Make an offer off list and you can have it (if the offer is reasonable).
