Nokia N900 - should be old enough to be cheapish by now. Runs a Debianish environment natively, you get root, no hacking needed for ssh, OpenVPN etc. Android devices don't generally have a ctrl key ... even with my tablet that has got one, finding a client program that *supports* it isn't that easy.
