Can someone with more understanding of the politics around the DNS
explain the rules governing TLDs, and how domains (such as .wtf) can be
issued with a warning?  (wtf indeed.)  At least with second-level
domains, I thought it was pretty much first come first served with only
a few exceptions such as trademarks.
