Emacs Org mode has that functionality (not much of a point using this if
you aren't already using Emacs, though):

I used Org mode for quite a while years ago, but have abandoned it since
we now have JIRA at work, and there is an add-on called Tempo to do all
the planning and capturing of working time very elegantly (but JIRA
itself is neither a time tracking system nor FOSS).
