That's a good sign that their transparent proxy is naffed, and a fair
sign that something doing either shaping or http DPI is slowing down the
traffic.
The only thing to do is wait, or get a less crappy ISP.

Have you tried an iperf ? Let me know off list if you want access to an
iperf server.

Steve lives in an internet ghetto though  - probably only gets ADSL at
best ?

BTW - UFB won't fix this, its an ISP configuration problem not a
last-mile connectivity issue.

Partially related - who on the list gets native IPv6 from their ISP ?  
I wonder if Steve's http problem would appear in an IPv6 environment.
