13" seems to be about all there is in any reasonable spec.
I just bought a Dell XPS13 (came with Windows, I think they only ever sold the pre-installed Ubuntu in the US)(currently still with Windows on it, while it's going through the breaking-in period, so don't ask me about BIOS stuff yet) However, the Librem 13 looks interesting - https://www.crowdsupply.com/purism/librem-13 In the same open vein is http://shop.gluglug.org.uk/product/libreboot-x200/ a rebadged Thinkpad X200 from the UK.

TBH if all you're looking for is something with that amount of power, I'd be looking for an Android powered pad. Many have cases with built-in keyboards to aid use.

Of course, whether you can get all the stuff you're after is another matter, and now Cyanogen's gone all corporate, I can't comment on decent vanilla OS alternatives having not researched lately. But you will get GPS, accelerometers, cameras, etc as well!
