Yes. I'd do it as follows:
1) configure normally
2) Change config.h by adding "#include <libutf8.h>" and turn some
#undef HAVE_XXX into #define HAVE_XXX 1.
3) "make", as usual.
But why the effort? It's easier to upgrade to glibc-2.2.2 right away.
