Surely you mean
\# Content-Type: application/x.groff; charset=...
or some vnd. or prs. sub-facet....
This brings up two things:
It's a pity charset was made a parameter of Content-Type, instead of being
a separate Content-Charset header.
How should sub-types such as groff be registered? They're not defined by
a particular vendor, so vnd. doesn't apply. Neither are they defined by
one person, so prs. is also out. (off-topic, I know)
