Look at "console" in GNU system (part of recent GNU/Hurd tarballs and
packages I think). It's neither advanced enough to support all of
Unicode on VGA hardware (yet! :), but it's userspace, and has many
desireable features that might be worth considering (I believe there's
even a plug-in to allow XKB configurations to be used for input 
configuration).
