I have done such experiment in userspace about two years ago, with the
"unused" approximated by "least recently emitted".

Unfortunately the package it is part of is in deep rewrite, I haven't
touched it for a very long time, and I don't know when I finally put
the whole thing in usable state.

With framebuffer console 512 character fonts do have bright colors.
