Currently, there is no clean separation between input and output
encodings in groff; I will try to improve that in the near future).
Until then, it is not easy to add support for additional input
encodings without adding a lot of new output devices. Another problem
(much more difficult to solve cleanly) is that groff can produce 16bit
output but only accepts 8bit input. Nevertheless, it should be
possible to write groff input filters which maps characters not in
latin-1 to groff glyph names which are then mapped internally to
UTF-8.
