Are there any proposals around about how to do that? In the long term,
yes, we want to use >21-bit characters in X, but until then we need to 
come up with an EvilHack (tm).   I'd suggest

   -iso10646-p1, -iso10646-p2, ... -iso10646-pf, -iso10646-p10

How does that sound?

Plane 1 is quite important to me at least, as Elvish characters will
be encoded there.
