As I understand it, the purpose is that Linux distributions can claim
to be "Li18nux2000 1.0 compliant" after they have added a reasonable
amount of i18n and UTF-8 enabled software.

The specification is not far reaching, on purpose, because otherwise
no distributor could implement it within the next 12 months.
