What exactly do you mean?  Using only the small set of `official' man
macros?  Or some hyperlink extensions?

The next groff version (1.17; to be available around Easter) comes
with a second-generation HTML backend which is able to retain the
high-level structure of the input file.  Interested people may
download the current snapshot of groff from

  ftp://ftp.ffii.org/pub/groff/devel/groff-current.tar.gz

Additionally, the other manual page format, mdoc, has been completely
rewritten to get rid of most limitations.

PS: I would be glad if any extensions to the man macros could be
    incorporated into the main groff package (as we did with mdoc).
    Maybe the responsible person can contact me.
