I thought, much of that is already available in GNU screen or will be
added shortly. GNU screen is a commonly used "condom" between a less
capable terminal emulator and one or more ttys. Make sure you had a look
at it before you reinvent the wheel.

Start screen in a UTF-8 xterm, and then the several virtual terminals
that screen allows you to open inside that UTF-8 xterm or UTF-8 console
will offer a ISO 2022 interpreter.
