Not self-synchronising at C0.

With a civilised encoding, you can resynchronise whenever you see ESC.
In a terminal emulator, this means that as long as your state is not
so badly hosed that you cannot even type ``tput reset'', you'll be
fine.  With Big-5 or UTF-16, there is simply *no* reliable way to
resynchronise.  Ever.
